El Consejo Ejecutivo de la Generalidad de Cataluña plantea conflicto positivo de competencia contra los arts. 4, apartado 2, y 5, apartado 2, del Real Decreto 1492/1987, de 25 de noviembre, por el que se regulan las funciones de la Unidad Administradora

del Fondo Social Europeo y se dictan normas para la tramitación de solicitud de ayudas.
